A new value reaches the app at its next deploy. A provision rewrites the config too, but the colour serving reads it only when it next starts.

Database.Password is the password the database user was created with, and nothing here changes it in the database. Change it there first — ALTER USER — or the next deploy renders a password the database refuses.
